On October 29, Kyiv hosted an open discussion titled “Dialogues with the Authorities: Parliament and NACP,” dedicated to the first results of the implementation of the Lobbying Law and practical rules for interaction between business and government institutions. The speakers included Yaroslav Zheleznyak, First Deputy Head of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, and Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP). The discussion was moderated by Viktor Zalizniuk, Head of Ader Haber Government Affairs. The event was announced by leading business associations and media platforms, including AmCham and the European Business Association (EBA).
The meeting was held in the format of an open professional discussion with the opportunity for questions from the audience. Representatives of business, GR, and lobbying companies received practical advice on effective interaction with members of parliament and state authorities. Emphasis was placed on practical tools — from preparing position papers and participating in parliamentary hearings to proper self-identification in the Transparency Register. Special attention was given to the importance of uniting the efforts of all companies operating in the GR and lobbying sector to form a transparent and competitive lobbying market in Ukraine.
The discussion also touched upon the attitude of members of parliament toward cooperation with lobbyists, changes in interaction since the law came into force, and the openness of MPs to recording their communications in the Transparency Register. Participants emphasized that the transparency of such contacts will help build trust between business and government and enhance the legitimacy of the new institution of lobbying.
