Lobbying Law in Ukraine: Businesses Given Time to Adapt, NACP to Refine the Framework

On September 1, 2025, Ukraine’s Law “On Lobbying” is expected to come into full effect. However, key stakeholders from the government and business sectors are already working to clarify and enhance its implementation mechanisms.

In June, representatives of the National Agency on Corruption Prevention (NACP) participated in an open discussion titled “The New Lobbying Law: Opportunity for Business or New Risks?” The event focused on two newly registered draft laws submitted to the Verkhovna Rada on June 3, 2025:

Draft Law No. 13339 – introducing amendments to the Law on Lobbying;

Draft Law No. 13340 – amending Ukraine’s Code of Administrative Offenses to define responsibility for violations in the lobbying sphere.

One of the key developments was the decision to postpone the application of sanctions for one year — until September 1, 2026. This deferral will give businesses additional time to meet new legal requirements and allow NACP to assess the effectiveness of the current provisions and adjust them in line with Ukraine’s EU integration roadmap.
At the same time, the development of the Transparency Register software is ongoing. The register will contain data on lobbying entities and is scheduled to be launched by August 14, 2025, as outlined in the contract with developers.

Transparent lobbying must become a legitimate tool for businesses and civil society to participate in shaping public policy — with clear rules, an open register, and transparent reporting mechanisms,” said Anastasiia Yezerska, Head of the Stakeholder Engagement and Anti-Corruption Policy Department at NACP.

Lobbying regulation is not only part of Ukraine’s internal anti-corruption reform agenda — it is also a key element of the country’s commitments within:

• the Anti-Corruption Strategy (2021–2025),

• the State Anti-Corruption Program (2023–2025),

• the Action Plan to prevent excessive influence by oligarchs,

• and the Presidential Decree of November 2023 on preparations for EU accession talks.
