Lobbying Law: What’s Happening with Its Implementation in 2025?
Ukraine’s Law “On Lobbying” was initially expected to enter into force on January 1, 2025. However, its full implementation depends on the launch of a key instrument — the Transparency Register, which remains under development.
In late 2024, the Verkhovna Rada passed a decision to postpone the law’s effective date to September 1, 2025, citing technical and budgetary constraints. As of June 2025, no new official changes have been made. The National Agency on Corruption Prevention (NACP) has reported ongoing testing, the development of ethical guidelines for lobbyists, and progress on the register’s technical infrastructure.
Despite the uncertainty surrounding the final launch date, businesses and GR professionals should treat this as a call to prepare. The law introduces mandatory registration of lobbying entities, public disclosure of clients and areas of influence, and semiannual reporting.
