Ukrainian Government Approves Regulation for the Transparency Register: A Key Step Toward the Launch of the Lobbying Institution

On October 16, 2024, the Cabinet of Ministers of Ukraine approved the resolution “On Certain Issues of Creating and Operating the Transparency Register” — a crucial milestone in the implementation of the Law of Ukraine “On Lobbying”.
Developed by the National Agency on Corruption Prevention (NACP), this regulatory act defines the key operational principles for the Transparency Register, which will serve as the foundation for a new system regulating lobbying activities in Ukraine.
Key Provisions of the Resolution:
- Operational Regulation of the Transparency Register: technical, organizational, and procedural frameworks for its functioning have been adopted;
- Rules of Ethical Conduct for Lobbyists: for the first time in Ukraine, an official code of ethics has been formulated for GR participants;
- Mechanism for Public Disclosure: the Register will provide open access to information on lobbying entities, their declared interests, and activity reports.
What’s Next:
- Launch of the digital platform and pilot testing of the system is expected;
- Subordinate acts regulating lobbying reports and compliance with ethical standards are planned for approval;
- The Register is intended to become a fully operational tool for transparent interaction between business and government.
